Swapo, die regering en sy leiers moenie verbaas wees oor verset teen 'n versoek aan almal – nie net staatsamptenare nie – om twee persent van hul inkomste “vrywillig” aan die staat te skenk nie.
Stop iemand 'n lat in die hand en hulle sal jou daarmee bykom.
Intussen het die ongelukkige dreigement gevolg dat Jan Taks die geld sal vat as mense nie instem nie.
Hoe goed die bedoeling mag wees, die boodskap is sleg bestuur. Nie net droogtehulp is ter sprake nie. Minstens die befondsing van jeugvaardighede en entrepreneursprogramme is reeds bygeroer. Wat kan nog volg?
Hulp is juis in moeilike tye nodig, maar die meeste Namibiërs en besighede trek reeds noustrop.
President Hage Geingob en die kabinet se instemming tot die bydrae was positief. Om dieselfde van opposisieparlementslede, amptenare en die res van die land te verwag, is aanvegbaar.
Die suggestie is daar sal gevolge wees (nie net belasting nie . . .) vir wie nie wil outere (help of gee) nie.
Dit grens aan afpersing. En kan 'n gevaarlike hefboom teen beweerde “onpatriotiese” elemente word.
Harambee as “padkaart” is in die moeilikheid. 'n Sentrale plig van die regering is om op voorsienige wyse deur die begroting na nasionale behoeftes om te sien. Tekens van 'n rampdroogte was lankal daar.
Die regering het self die persepsie geskep dat hy geld nie altyd verantwoordbaar bestee nie. Baie Namibiërs wil help.
Almal mag egter nie daartoe gedwing word nie.
Die plan kan by die stembus boemerang.

Whoever follows Theresa May must act in the UK's best interests
On Friday afternoon, Prime Minister Theresa May gave a tearful speech outside 10 Downing Street, pledging to step down as leader of the UK's Conservative government.
The scene had long seemed inevitable.
Throughout, she promised “strong and stable leadership”, yet she has not delivered it.
However, it should be remembered that Mrs May is not the architect of the UK's woes. Brexit was an inherited problem.
Regardless of her shortcomings, Mrs May fought for the position of prime minister out of a sense of duty. Despite having campaigned to remain in the EU, she wanted to give the British people what they voted for, maintain a close relationship with Europe and inflict as little damage on the nation's economy as possible.
The past three years have had a destabilising effect on the political and economic lives of millions of people in the UK and beyond. It is clear that whoever succeeds Mrs May faces colossal responsibilities. The first of them should be to put ideology and dogma aside, and act in their best interests.
