The English eliminated the Dutch by a late winner from Ole Watkins as they reached the final with a 2-1 victory.
The Spanish team beat France 2-1 to book their place in the final.
"We all thought that the English team was not strong enough to reach the final after a few sloppy performances but they proved us all wrong.
"I think they really waited for the last minute to produce a miracle.
"It will be interesting to see how they will play against a strong Spanish side," Terry Ujamba of Life Fighters said.
The two teams have met each other 27 times ever since their first meeting in the 1920's.
England have beaten the Spanish 14 times compared to the 10 of their opponents.
The teams have also played to a draw on only three out of the 27 meetings.
As things stand, England may have won more matches against Spain but the Spanish side will come in the final as favorites.
The team boast a record of young talent mixed with the highly experienced set of players at the back.
"To be honest,I believe the Spanish side will be the favorite in this one but it is a final and you can never write off any team.
"There has been a number of great goals scored as well as beautiful moments of magic from some of the players.
"The two teams do have plenty of quality in the squads and we can only hope for the best team to win," African Stars player Romario Ndjavera said.
