Nampower renews Zimbabwean CFO's contract, defying gov’t directive

Nampower board wrote a letter addressed to Louise Shixawameni, the deputy executive director in the finance ministry, stating that potential successors have been identified to replace Gotore after five years and that these understudies have been put on development programmes for the role.
Nampower has extended the contract of its Chief Financial Officer (CFO) Micheal Gotore, a Zimbabwean national for another five years despite a government directive that key positions in state-owned-enterprises should not be held by foreigners.

Nampower het die werkskontrak van sy Zimbabwiese finansiële hoof, Michael Gotore, met vyf jaar verleng ten spyte van ’n regeringsbevel wat vereis dat sleutelposisies (key positions) by staatsinstansies nie deur buitelanders beset moet word nie.

Gotore se werkskontrak sou na verwagting einde Mei vanjaar verstryk het, maar gedurende die laaste vergadering wat in November gehou is, is die besluit geneem om Gotore by dié instansie te hou. Die ministerie van finansies en openbare onderneming is op 6 Desember van hierdie besluit ingelig.

Die Nampower-raad het in ’n brief aan die adjunkdirekteur vir die ministerie van finansies, Louise Shixawameni, gesê dat Gotore se moontlike opvolgers reeds uitgeken is en in ontwikkelingsprogramme geplaas is vir hierdie rol.

Gotore is ’n geoktrooieerde rekenmeester wat as finansiële hoof vir verskeie staatsinstansies gedien het. Hy is op 1 Junie 2019 by Nampower aangestel vir ’n periode van vyf jaar.

Nampower se uitvoerende hoof Simson Haulofu het in reaksie op navraag deur Republikein se susterkoerant Namibian Sun gevra of laasgenoemde die staatsbevel wat die aanstelling van buitelanders by staatsinstansies verbied self onder oë gehad het.

"Het jy dit gesien? Gaan vra jou bronne waar dit is. Ek lewer nie kommentaar op gerugte nie en ek bespreek nie werknemers se sake in die koerante nie," het hy gesê.

Sources in the company told Namibian Sun that this appointment has been an authorisation from their line ministry and the ministry of Home Affairs.

It is also said that the board has increased Gotore’s salary pushing it above that of his peers in the company, while claiming that there is no one qualified to take over despite a succession plan in the company and many qualified and unemployed Namibians ready to serve.

Off guard

Meanwhile, Shixwameni said she only saw the letter last week and the ministry is yet to consider the letter from Nampower.

“You have now caught me off guard. We just received the letter and we are working on that issue. We have a policy on foreign nationals and succession planning in SOEs. What you should get into context is that Mr. Gotore is a permanent resident and cannot be considered not Namibian,” she said.

However, when prodded about the board’s stipulation that it has assigned understudies in place to succeed Gotore, she said “it would be surprising if the board finalised that decision” when there is a policy on the hiring of foreigners.

“It is not custom to write to my office, but it should be written to the office of the minister and then we usually put that forward to the legal department,” she said.
