Political parties torn by election tender controversy

The Landless People's Movement (LPM) said their stance on the award of the ballot printing tender to a South African company Ren-Form cc embroiled in fraud, despite having sent a representative with the Electoral Commission of Namibia (ECN) to inspect the company's processes.

Die Landless People\'s Movement (LPM) het hul misnoeë te kenne gegee oor die toekenning van die tender om stembriewe te druk aan ’n Suid-Afrikaanse maatskappy, Ren-Form CC wat tans in bewerings van bedrog gewikkel is, ten spyte daarvan dat die party ’n verteenwoordiger met die Verkiesingskommissie van Namibië (ECN) gestuur het om die maatskappy se prosesse te ondersoek.



Die amptelike opposisieparty, die Popular Democratic Movement (PDM), is een van slegs drie party wat die besoek aan die maatskappy in Johannesburg afgejak het, met die PDM wat aandring dat Ren-Form CC ’n entiteit is wat in omstredenheid en bewerings van korrupsie vasgevang is aangesien dit ondersoek word vir die inflasie van pryse vir verkiesingsmateriale en-toerusting met meer as 400% vir die 2023 verkiesings in Zimbabwe.

Lifalaza Simataa, die woordvoerder vir die LPM, het gesê dat die besoek aan die maatskappy hul verteenwoordigers sal help om die proses they moniteer deel dat hulle nie kan toelaat dat die ECN enie proses sonder oorsig/toesig doen nie.



\"Ons glo die gekonkel begin van die idee om die tender aan hierdie mense toe te ken. Terwyl dit met ons prokureurs teengestaan word, glo ons glo ons dat dit gunstig sal wees vir die ECN, indien hulle konkel, dat geen politieke partye teenwoordig sou wees wanneer die stembriewe gemaak word. Dus as ons daar is, kan ons sien of die inmenging daar plaasvind of om te sorg dat de ECN bedreig is. Ons voldoen daaraan, maar as die ECN alles bo en behalwe doen, kan ons ons goedkeuring vir die verkiesingsproses gee,\" het hy gesê.



The LPM has also in the meantime through their lawyers Weder Kauta and Hoveka Inc, demanded for the initial tender, invitation to Ren-Form cc, Ren-Form cc’s submission, the tender award and the exemption from treasury.

The deadline for ECN to comply with these demands was yesterday.

“For us to proceed legally we had to wait for the deadline for the response, either they give us a valid response to the decisions made and all the documentation and if anything was above and on board then the legal action stops there. But if there is no response or we find it invalid or flaws in the response from the government response we continue with legal action,” he said.

Meanwhile, AR head of legal, Maitjituavi Kavetu said their stance remains the same but they have even proposed to ECN to move the election date to December in compliance of the Electoral Act.

\"We are caught between a rock and a hard place. Our position has not changed with regards the award, even before the award when ECN announced it intention to go for emergency procurement. At that time we were not even aware was going to get the tender. We pointed out to ECN that the credibility of the election is not about the outcome but also about the printing of the ballot papers. We also as AR evaluated litigation and we hit the wall based on the advise from the attorney that is why we did not proceed with courts. We were left with two devils - you risk not overseeing this process and protest in the streets and our representative has experience in printing, ad the alternative is the court or abide by ECN decision,\" he said.

He insisted that the ECN is also functo deficio and he is not sure how best society wants them to address this issue.

Attempts to get hold of Nudo president Esther Muinjangue as well as NEFF leadership have also been unsuccessful.

THe IPC has also condemned the award of the tender, which they believe is a company “mired in corruption scandals” in Zimbabwe.
