Government's confusing morality

I fail absolutely to comprehend the principles and operations of the Government at times.

Just before the 2009 elections at the time of former President H.E. Pohamba, he warned late Cde. Hidipo Hamutenya not to use and involve traditional leaders for political gain to rally support. However, there's nothing sinister when the ruling party is doing it?

The other thing that I don't understand is when the Vaalgras traditional community, who bestowed that honour unto their late Chief Stephanus, were trying to remove him from office the Government felt it was an untouchable long time comrade, who kept his subjects together for decades in the Swapo house before Independence, therefore he couldn't be removed. Good enough.

What's quite peculiar in this case is that the very same recognized Vaalgras Traditional Authority used to associate with the Berseba Splinter Group and now again with a mouth- piece body of the Nama Splinter Group Traditional Authorities, who aren't part of the recognized Nama Traditional Leaders Association (NTLA).

Is that now correct in their eyes or don't they see or hear it? What's so difficult to reprimand or discipline someone whom you are paying a salary to?

To the best of my knowledge, a recognized Traditional Authority can't run after Splinter Groups. Is that not sabotage?
