Neglected cycle lanes

A few years ago, the municipality, with the best of intentions, implemented a trial venture – cycle lanes. The Kauima Riruako RD cycle lane project led to Nust. This was to encourage students to cycle to study or work and not rely on buses and taxis. Orange cones were screwed into tar to give cyclists a safe space or lane. Today, "50" percent of the cones are flattened or destroyed. Were any cyclists hit? Maybe the embassy of the Netherlands (a cycle-friendly country) can assist Windhoek with a workable solution? My gardener in Klein Windhoek comes to work on a bicycle (eco-friendly).
