Open letter to Mr. Eugene Tendekule, Executive Secretary of the National Road Safety Council:

I hope this letter finds you well. I am writing to express my concerns and seek clarity on the traffic safety regulations pertaining to the transportation of passengers in the back of pickup trucks, commonly known locally as "bakkies."

This inquiry is particularly urgent in light of a recent incident during a SWAPO party convoy, where an individual fell from the back of a moving pickup truck. The incident was distressing and highlighted significant safety concerns that need immediate attention.

As a concerned citizen and an advocate for public safety, I would like to understand the following:

* Current Regulations: What are the existing legal provisions regarding the transportation of passengers in the back of pickup trucks in Namibia? Specifically, are there any laws or guidelines that address the safety measures to be observed during such transportation?

* Political Convoys: Are there specific regulations or guidelines that govern the safety of participants in political rallies and convoys? Given the frequency of such events, it is imperative that adequate safety measures are in place to prevent similar incidents.

* Safety Enforcement: How does the NRSC ensure compliance with these regulations, especially during large gatherings such as political rallies? What measures are in place to monitor and enforce these rules?

* Incident Investigation: Is there any ongoing investigation into the incident mentioned above? If so, what steps are being taken to address the cause and prevent future occurrences?

In addition to seeking clarity on these points, I would like to offer some recommendations to enhance the safety of passengers in pickup trucks during public and political events:

* Public Awareness Campaigns: Initiate campaigns to educate the public on the dangers of riding in the back of pickup trucks and promote safe transportation practices.

* Regulation Review and Enhancement: Review and, if necessary, update existing regulations to ensure they adequately address the safety concerns related to the transportation of passengers in the back of pickup trucks.

* Safety Guidelines for Political Parties: Develop and disseminate specific safety guidelines for political parties to follow during rallies and convoys. This could include recommendations on vehicle modifications, passenger limits, and the use of safety equipment.

* Increased Enforcement: Strengthen the enforcement of existing traffic safety laws during public events to ensure compliance and reduce the risk of accidents.

Your attention to this matter is crucial to safeguarding the lives of Namibian citizens. I appreciate your time and consideration and look forward to your response regarding the steps being taken to address these concerns.
