The natural death of public service

The Public Service Charter implemented by the Founding Father, Dr. Sam Nuyoma and based on the Public Service Act, died naturally during the last 25 years.
Its death was tolerated by the current “system in power”. Therefore, during November 2021 the Office of Prime Minister pulled this outdated PSC from its website with the promise of a “revived and factual” Service Charter to come before the end of that financial year. That did not happen.
Consequently, there is still no effective, accountable and efficient public service nationwide!
If indeed the promised “revived and factual” charter is implemented, already idle civil servants will demand higher wages as this new charter will demand hard work and performance improvement to the crying public.
It is due to the absence of this “revived and factual” charter, that most Namibian local authorities like Grootfontein Municipality finds itself in mayhem and without custodianship. Here, allegations of maladministration, corruption and witch-hunting exists, again without fulfilling the needed (public) service to its residents.
This is the situation in which M.U.R.D. Minister Erastus Uutoni operates, and takes advantage of. Mr Uutoni in broad daylight and full view of the Namibian nation defends Grootfontein Chief Executive Officer Kisco Sinvula who was suspended using the Local Authorities Act.
It is again the absence of functional service charters that allows Grootfontein Municipality not to provide Town Council minutes online, for fear that, if the public knows its business, they will be held accountable, against Ombudsman’s advice to do so.
Queries to Mr Uutoni’s Office in this aspect proved futile until most recently. The result is spats, tribalism and bickering currently ruling Grootfontein Municipality and Town Council, a detrimental result of the absence of a performance regulatory framework for public servants.
President Hage Geingob, with powers vested in him, must call Mr Uutoni to order and rescue Grootfontein so that Grootfonteiners can be provided the public service they deserve.
Central government must take stock of underperforming and un-accounting public offices and officials.
