Nuwe leerplan bied uitdagings

Die aanpassing van Namibiëse onderwysleerplanne by vereistes vir die 21ste eeu is 'n positiewe verwikkeling.

Pluspunte sluit die meer aktiewe ontwikkeling van sakevernuf, entrepreneurskap en praktiese vaardighede in.

Die minister van onderwys, me. Katrina Hanse-Himarwa, beskryf dit as 'n “leerplan vir die toekoms”. Veranderinge word in fases toegepas, maar 'n mens hoop nie die toekomsverwysing raak dalk later 'n brokkie sarkasme om teen besluitnemers te gebruik nie.

Sommige inwoners beskou Nasionale Ontwikkelingsplanne (NDP's), Visie 2030 en deesdae selfs reeds vir Harambee as 'n grap.

Met die ekonomiese storms wat die land tans trotseer, is seepgladde implementering nie gewaarborg nie. In die hersiene begroting moes byna N$900 miljoen ekstra vir onderwys bewillig word.

'n Tekort aan handboeke, leermateriaal en ander toerusting, asook gebrekkige geriewe is reeds 'n gegewe. Daar is ook 'n tekort aan kundige onderwysers.

'n Mens moet saam met Hanse-Himarwa stem dat armoede, drank- en dwelmmisbruik, die verval van waardes en ander maatskaplike faktore minstens ewe veel aandag moet geniet om leerlinge se kanse op sukses te verbeter.

'n Groot toets breek reeds met die uitslae in vanjaar se graad 8-eksamens aan. Dié uitslae moet eerlik en deursigtig met die land gedeel word.

Sonder die bemagtiging van onderwysers en skole met die regte kennis, toerusting en geriewe en uiters nougesette evaluering, kan nuwe leerplanne meer probleme as oplossings skep.

New figures from the Office for National Statistics last week show one in four 20- to 34-year-olds is living at home with their parents; up from one in five 20 years ago.

For young men, it's even higher: one in three lives in the parental home.

Finances are inevitably a big part of the story: just as the baby boomers found themselves liberated by plentiful work opportunities and cheap housing, today's young people are constrained by unaffordable housing costs and falling real wages. But there are also cultural factors at play.

The solutions are only partly economic. These are not social changes that can be accommodated purely with hard cash. They require us to reconsider our fundamental expectations about family life.

It's not just down to government: as a society, we need a bigger debate about the extent and limits of familial responsibility in our changing world.
