October new D-date for Neckartal
The Neckartal Dam will only be completed in October this year and not in April as promised by dam constructor, Salini Impregilo and the ministry of agriculture, water and forestry (MAWF) late last year.
This came out in a meeting held at the dam on Wednesday between the Italian construction company’s management, consulting engineering company, Knight Piésold and senior officials of various government ministries.
The permanent secretaries of the MAWF, Percy Misika, the ministry of finance, Ericah Shafuda, and National Planning Commission, Annely Haiphene (acting), visited the dam to acquaint themselves with the progress on the national project.
Knight Piésold resident engineer, Eric Britton, said the dam wall is nearly completed with only eight metres still to be built.
This should happen mid-February, Britton assured the permanent secretaries.
“The dam [with all of its components] will be completed in October this year,” he said.
Salini project manager, Fabrizio Lazzarin, further explained that the delay is caused by the non-availability of materials on site as they have to order needed equipment from countries such as Germany.
Misika, on his part, repeated that the government has estimated the final cost of the dam construction at NS5.7 billion, however emphasising that this amount can be higher or lower.
To date, Salini has been paid NS3.2 billion, he said, and the remainder of the total reimbursement will be done over a five-year period, starting in the 2018/19 financial year.
When Shafudah was asked if the overdue amount of N$600 million owed to Salini in back payments in September has been paid, she said they were paying Salini in instalments.
The senior civil servants were taken on a tour of the entire project during which time they expressed that they were pleased and impressed by the development.
The completion date of the dam has been adjusted repeatedly over the past few years, with the project seeing many delays due to several factors, including industrial action from workers, rain interruptions and non-payment from the government. - Nampa
