The essential functions of a parliamentary clerk are to prepare for committee meetings, track bills and assist the chairman in scheduling committee hearings, prepare and arrange for committee hearings, perform the procedures necessary for recording the events occurring during committee hearings, prepare committee reports for tabling in the National Council.

Duties of a parliamentary clerk is preparing and circulating agenda for committee meetings; advising the Chairpersons of sessional and select committees on any matter that requires their attention; guiding committees on matters of procedure in accordance with the relevant standing orders and established parliamentary procedure and practice, aranging and ensuring good attendance of witnesses; arranging visits to be undertaken by committees; custody of minutes of committee proceedings; carrying out correspondence between the committees and any appropriate authority; preparing draft annual and special reports of the committees;

The character traits that one needs to become a Parliamentary Clerk is to have excellent judgment, be a good listener, non-partisan, politically aware, flexible, be informed, be fair and also be a problem solver.
