Sterk ACC se hande
‘n Versoek vir die hersiening van die Teenkorrupsie Kommissie (ACC) se begroting deur adjunkminister Samuel Ankama word verwelkom.
Ankama het die pleidooi in die Nasionale Vergadering gerig tydens die bespreking van die begroting.
Buiten vir herbetragting oor die formules waarmee individuele ministeries en staatsagentskappe se begrotings vasgestel word, is nadenke oor die formule vir die oorhoofse begroting ook gerade. Vir die laaste jare is die meesterplan basies dieselfde, met bietjies wat hier en daar weggeneem, bygevoeg of verskuif word. ‘n Koekiedrukkerbenadering maak dit moeilik om prioriteite tydig te verander.
Die ACC se begroting is te min om die instelling se basiese werk uit te voer. Die parlement mag dit nie aanvaar nie – gegewe die belang van die stryd teen korrupsie.
Twee kritieke vakatures kan nie gevul word nie en Namibië probeer met sowat ‘n derde van dieselfde waghond in Botswana se ondersoekbeamptes sy mandaat uitvoer. Geld vir spesiale operasies mag ook nie aan operasionale uitgawes bestee word nie.
Om net “prioriteitsake” te ondersoek, is nie ‘n oplossing nie. En in baie gevalle, nie net die van die ACC nie, kan eenvoudig nie verder bespaar word nie. Besuiniging kan net só ver gevoer word totdat dit die uitvoering van pligte en prestasie begin ondermyn.
Histories word die begroting baie min, indien ooit, tydens die wetgewende proses gewysig. Parlementslede het egter dié mag en kan só ‘n nuwe maatstaf vir begrotingsgesprekke stel.

Sri Lanka attacks underscore global Christian persecution
Sri Lanka is mostly a Buddhist country, with almost three quarters of its over 20 million residents practising that faith.
Yet the country’s dominant religion had nothing to do with the horrific terrorist attacks that took place on Easter Sunday. Instead, it was the extremist members of one minority religion attacking the innocent members of another minority religion.
In a series of bombings at churches and hotels, violent Islamists killed almost 300 people and injured 500 others. It was one of the more disturbing terrorist attacks we’ve seen in recent years.
What added to the alarming news were the reports that police in the country warned other law enforcement officials across the country that intelligence indicated an attack like this was being planned.
Not only is Islamist terror a global phenomenon, but so is Christian persecution.
It may seem difficult to believe from our vantage point here in the West but Christianity is now persecuted around the world. We don’t talk about the problem enough.
Canadians have no patience for intolerance. They rush to condemn discrimination. We should be proud of that impulse, rooted in our care for our fellow human beings.
But we shouldn’t shrink away from speaking out against another type of intolerance that is happening in other countries across the world: The killing of Christians because of their faith.
