Bank of Namibia imposes stricter enforcement

A whistleblowing hotline service

The Bank of Namibia (BoN) has officially launched its whistleblowing hotline service which clients can anonymously use to report bank officials suspected of misconduct.

BoN acting director for strategic communications Kazembire Zemburuka, when asked what prompted BoN to launch the hotline, said: “To assure that the organisation is run according to the highest ethical and professional standards.”

The dedicated channels will be operational 24 hours a day, and calls will be handled by a specialised independent third party. The service will be managed on the principles of confidentiality and the protection of anyone who contacts the service. In this regard, no personal information is required to submit a tip-off, and no references to personal information is made in the report. The whistle-blower report refers only to "the whistle-blower," and a conscious decision was made not to use caller line identification to further protect callers.

The bank values the principle of accountability and ensures work culture development. Employees, contractors, suppliers, consultants, and the public are advised to disclose information regarding improper conduct, the violation of the bank’s code of ethics, and any relevant laws, policies, and procedures involving staff members at all levels.

The Bank upholds and subscribes to the highest ethical and integrity standards in carrying out its constitutional responsibilities. Employees of the Bank agree to abide by a comprehensive Code of Ethics and Conduct, which outlines the ethical standards for conducting business with honesty and integrity. In this regard, the Bank strictly enforces staff compliance. Kazembire Zemburuka said, “the line was launched this week. We are hoping that our stakeholders will make use of it when necessary.”

The fraud hotline is not meant to report wrongdoing outside the control of the Bank. When received, complaints of this nature may be turned over to an appropriate law enforcement agency. Whistle-blowers can report their disclosures through the following means of communication:
