NCS hosts peer interaction training workshop

Promoting rehabilitation and collaboration

The Namibian Correctional Services (NCS) is currently conducting a peer interaction training workshop for officers in charge from Namibia, Angola, Kingdom of Eswatini, Zambia and Zimbabwe in Walvis Bay, aimed at fostering regional collaboration and knowledge exchange.

The programme encompasses a range of topics, including the implementation of community service orders, education as a rehabilitation tool for juvenile offenders, human rights approaches to correctional management, and principles of leadership for correctional officers.

Furthermore, the aim is to enhance the knowledge and skills of correctional officers in managing inmates and implementing rehabilitation programmes effectively.

Reflecting on the importance of this collaborative effort, the governor of the Erongo region, Neville Andre, highlighted the significance of rehabilitation programmes in reducing recidivism rates and facilitating the successful reintegration of offenders into society.

“It is not enough to implement these programmes in isolation within our own countries. We must strive for collaboration and cooperation among all SADC member states to ensure that similar rehabilitation initiatives are implemented across the region. By sharing best practices, resources, and knowledge, we can collectively work towards a more effective and uniform approach to rehabilitation.”

Commissioner General Raphael Tuhafeni Hamunyela of the NCS emphasised the alignment of the workshop with the Southern African Development Community (SADC)'s goals, saying: “This workshop is in line with SADC’s aspirations to harmonize member states’ policies and procedures for maintaining safe, secure, and humane custody, to deliver rehabilitation programs, and reintegrate offenders. This collaborative approach will contribute to the overall improvement of our correctional systems in the SADC region.”

He added that the workshop serves as a platform for knowledge exchange and networking, fostering a united approach to correctional management and rehabilitation across the SADC region.

It is hoped that these efforts will lead to a more efficient and comprehensive approach to addressing the rehabilitation and reintegration of offenders into society.
